Cant share units to enemy teams - even with cheats on

Description
I cant share units to enemy teams, and this is quite important for testing.
If I disable luaui, I still cant share, if I disable luarules, I CAN share to enemies.

Still cant share to enemies, not a big issue per se, just useful for testing.

This worked for me (with bar svn and spring -1393).
The only thing I could think that it might have been is: You were using two of your own computers to test but really only sitting at one, and the other one was idle, so cmd_idle_players blocked you sharing units to an idle player (it didn't care whether enemy or not). I've fixed that (for BA) in [1718].
If you've still got the problem after that I think I need more info :(
