BAR: unit info on mouseover needs a delay

Description
its really annoying when you're trying to move your units around at high speed and the info window keeps flashing up - imo give it a 2 or maybe 3 second delay of idle mouse before it appear

This is something I've been meaning to add anyway just haven't got around to it, as easy as it is. I think this is motivation enough to finally do it.

Let me know if you want a longer delay. Eventually I will make the delay configurable in menu.
